To "unlock" the elite specializations you need to have completely unlocked the base profession (just getting to level 80 should provide enough points to fully unlock the base training) and own the expansion that introduced the elite spec you want to unlock. Unlocking the elite spec will then cost you a total of 250 Hero Points per elite spec
I would suggest the PoF hero points, most of them are really easy to solo and you get 10 points for each. Many of the HoT hero points are more difficult. But as others have said you can often find trains in LFG. A lot of the EoD hero points you just fly there on your skyscale and commune.
On the one hand it feels really bad to just instantly unlock all the elite specs the day an expansion launches as it leaves no progression. On the other if you force to unlock an elite spec slowly by going in with an alt with 0 hero points it feels even worse. As you can't use most of an elite spec until you unlocked the circle for 90 %.
Doesn't it require an ungodly amount of hero points to unlock everything for an elite spec, let alone a new profession? Exactly. Leveling up to lvl80 alone should yield enough HP to unlock the base profession but probably you'll still need a lot from world completition and maybe other sources.
